Europe's "buy your way to residency" map just got a lot smaller

Buying
If the plan was to buy a place in Europe and pick up residency as a side effect, the map changed fast. Spain shut its Golden Visa down entirely in April 2025 — you can still buy property there, it just no longer opens any residency door. Portugal removed real estate from its own program back in October 2023; buying is still open, but the qualifying routes now run through investment funds (from €500,000) instead of a house. Greece is the one holdout: it's still running a real, property-based Golden Visa, with thresholds from €250,000 in most of the country up to €800,000 in Athens, Mykonos, Santorini, and a handful of other premium spots.

Traveling
None of that changes what a trip there looks like. As a U.S. citizen you can still visit any of these countries visa-free for up to 90 days in any 180-day period under the Schengen rule — that clock runs the same whether you're a tourist or a would-be buyer scouting neighborhoods. If a property is actually on the table, the smart move is a shoulder-season trip (April–May or September–October) rather than a peak-summer visit — quieter towns, honest weather, and agents who have time to actually show you around instead of running you through a schedule.

Puerto Rico

Act 60 just got extended — and the clock reset for new applicants

Buying
Puerto Rico's Act 60 program has been the loudest reason U.S. citizens relocate to the island without giving up citizenship: qualifying resident investors pay 0% on capital gains, dividends, and interest earned after they establish residency there. In March 2026, Governor Jenniffer González-Colón signed Act 38-2026, extending the program's runway a full twenty years, from 2035 out to 2055. The tradeoff is a new tier: anyone whose Act 60 application goes in on or after January 1, 2027 gets a 4% rate on that same income instead of 0%. Buying a home there isn't optional under the decree, either — residents are required to purchase property in Puerto Rico within two years of approval, on top of a 183-day physical presence test.

Traveling
Because it's a U.S. territory, there's no passport, customs, or currency exchange for American visitors — it's a domestic flight with an island on the other end. Old San Juan covers the walkable, colonial-city version of a trip; Rincón and Vieques cover the quieter, beach-town version most relocation buyers are actually scouting when they say they're "just visiting." Late spring tends to have the best mix of good weather and fewer crowds before peak winter season fills back up.

Belize

Belize might be the simplest foreign purchase you'll ever make

Most of Central America makes a foreigner buy real estate through a trust, a local partner, or a restricted-zone workaround. Belize doesn't. It's a former British colony running on common law, so a U.S. buyer can hold freehold — "fee simple" — title in their own name, with the same ownership rights as a Belizean citizen. The currency has been pegged 2-to-1 to the U.S. dollar since 1976, and there's no capital gains tax on a sale. The one place worth slowing down is title itself: most resort and island condo developments are sold as leasehold (commonly up to 99 years) instead of freehold, so a local attorney running title search isn't a formality here — it's what keeps the purchase simple.

Traveling
U.S. citizens don't need a visa for stays under 30 days, just a passport valid for the length of the trip. English is the official language, so there's no translation gap to navigate while you're scouting. Ambergris Caye is the beach-and-reef version of a trip, Placencia is the quieter coastal version, and San Ignacio inland covers the jungle-and-ruins side if buying eventually points toward a mainland property instead of an island one.
